The setup is fine. The refereeing can be improved by just using the aid of modern technology. Using a "third" eye will improve the fairness considerably and ensure the "best" gets to the top.

the current format of the FIFA World Cup finals should be retained. at least all teams will get to play 3 matches in the group stage rather than the straight knock-out where a team will be eliminated if they lost the match, playing only a single match.
