For some reason people want to see them.
It is just like UFOs. I have dealt with aircraft most of my adult career and I still see "aircraft" that I can't identify. That makes them an Unidentified Flying Object. It doesn't make them an Unidentifiable Flying Object and certainly doesn't make them an alien space craft.
I have also been a hunter and fisherman for a long time and I have seen and heard things in the woods that have frightened me. But when I was able to actually identify them, they were bears, moose, wolves and other wild things with as much right there as I had.
So remember, a rogue wave on Locke Ness is not necessarily Nessy, and an odd smell is not necessarily Big Foot.

1- Conspiracy! Government is making genetically mutated monsters. Dunno why.
2- More people = more chances of being stupid, drugged, seeing things or even seeing the real thing
3- Monsters are tired of being killed and are plotting to take over the world

people are taking over more and more land because of increased population. these same people are destroying the natural habitats of those beings which forces them to live in smaller and smaller areas closer to humans. therefore interaction among both species will inevitably take place.
