Take them off at night, and put them in the heels. Use duct tape to hold them in place so they don't wonder off!!
But seriously, the only way to get used to wearing heels, is to wear them. You need to tone your leg muscles, and improve your balance. Start by wearing them around the house, for 30 - 60 minutes a day. After a couple weeks you should be able to go up or down steps without wobbling.
Once you can do this, start wearing them for 2 - 4 hours at a time around the house, and for short trips. After about another couple of weeks you should be able to wear them all day without much difficulty.
Remember to try differect surfaces, walking on a thick rug is very different from walking on tile, or wood floors.

Keep buying and wearing higher and higher heels. This will force your foot into a very unnatural position and you will be able to wear the heels, but ruin your feet for life.

By wearing them. You start with a short period of time and keep incresing that time. It is not a good idea to do this though, since heels can literally cause breakage to the bones in your feet.
