Under the terms of the War Powers Act any president could declare martial law in the United States, but it would require significant and extraordinary events to precipitate such a move. If any president were to take such an action without just cause it is doubtful the military would enforce his mandate and Congress would surely move with extreme haste to bring impeachment proceedings.

I was in the Philippines when martial law was declared by President Marcos and I can tell you that it isn't going to happen. This country would have to be burning before that occurred.
Very microscopically slim possibility it could happen, but IF, it would be something along the lines of an attack internally by someone like radical Islamics who already live here or maybe a fringe militia group of sizable numbers. Extremely unlikely though. And I am hoping against hope it won't.

What for? He would need a national emergency to do that. He could have done that after 9/11 but did not so why would he do so now.If this country comes under armed attack he by law could call for Martial Law but that would be the only way he could do that

There would have to be a major nation wide threat to declare marshal law.It could occur in a single city though. He could have declared marshal law in New Orleans and sent in the military to handle the whole situation. The use of marshal law is not light and would be met with resistance whether warranted or not.
No it is not likely to happen.

I wonder why you are asking if specifically, 'George Bush' would declare martial law !!
If we get attacked, badly attacked, ANY President could declare martial law if things got bad enough !!!

The only way he could ever conceive of justifying it is if there were a major attack in the US, something that would make 9/11 feel like a slap in the face.
Even then I don't think it would happen.

That would be very rare. The states have extensive police forces alrready that can handle quite a lot.
It would take a Katrina type catastrophy before that National Guard would be called.

Not with a Democratic majority in both houses. He would be impeached faster than you can name all of the previous Speakers of the House.
