Foreign students come via a language school - the school pays me and this includes hald board. They can stay for anything from a week up to a year.

Well, it is a pain to have to cater to someone, especially when there is a language barrier. However, you get paid by the placement agency, so it is a guaranteed payment. How does the other tenant pay? If it is on the same basis, I would rather go for that one. If not, toss up the pros's and con's in regards to payment, and then decide. You can always lay down "Rules of the House" with the other tenant, regulating which rooms he may use.

Why would you have to make dinner every night for the forign student - i'd charge half board prices for that.
But if their ur ultimate choices then i'd go for english one as communication is important if your living together ow and u dont have to cook for him/her. Just make sure you have your own personal space agree this before they move in.

2nd one - using a little more of the house is better than having to spend your time entertaining and cooking for someone. Just set the ground rules of what parts of the house are for both of you and which are strictly private

Well, I cannot say I understand the reasoning behind you making them dinner each night, but if you are service oriented this might be the way to go.
