go to the page you want as your home page
click on 'tools'
click on 'internet options'
under 'home page' click on 'use current'
click on 'OK'

try looking for the "TOOLS" button or heading on your Internet explorer page. From there go to "Internet Options" and on the top of that window you see an option for HOME PAGE.
Type in the desired address you want to use for your home page.

Have you tried navigating to the page you want as your home page, then selecting Tools > Internet Options then pressing the 'Use Current' button then hitting OK?

If you have tried to change it, and it keeps going to a page trying to sell you Internet Security software, then your PC is infected with an ad program. Probably put on your PC by the people trying to sell you the security software. Their way of trying to extort money from you.
Dowload and run at least two good anti-spyware programs. I recommend Skybot Seek&Destroy and Ad-Aware. Both are free at http://download.com Between them they should be able to clean whatever has infected your PC. Then you will be able to reset your home page.
Then go to microsoft.com and download Windows Defender to guard against future spywares.

Scan with HijackThis It will show you the BHOs that have taking over your IE and are not letting you change. You have to pick what to delete so take caution. They will be labeled as BHO WinPatrol is a good program that will tell you when a program is trying to change your homepage, add itself to boot up when computer starts, and other system settings, then you can allow or disallow.

click on tools and then internet options at the bottom. click on the general tab and then enter the website address of the homepage you want.
