I am starting a business with the main theme, being how to help felons and addicts .input would be appreciated

I have had many unsuccessful run ins with the rehabs and felons assistence in our community and most or all of them are closed or have no idea what they are doing. I want to start something where we can be successful in the carrerrs of our choice even if we have been title a felon from years ago/

Your quest sounds noble but SUCCESSFUL business requires positive cash flow . . . felons and addicts are notorious for stealing $$ and putting it up their nose or arm. Are you going to be able to get them to use money intelligently ? Most of their brains are now malfunctioning from being drug stupid . . . Do you have a way to turn that around ? If you do, maybe the honest family and business that have lost millions of $$ to them will invest because then maybe they won't have to work twice as hard to support the parasites. . .
As I have wasted lots of $$ on fake friends who only loved their 'fixes' , I truly hope you find a path so future people can be spared that hell. I do suspect , however, it will be classified a charitable organization rather than a business !

Consider a non-profit organization. The library has various books that will give you the start on how to set up a non-profit agency that will help your target. Many of the books will have resources for more information and quite often the information is free if you inquire. Non-profit agencies are public so make sure you are not afraid to share the profit and loss information with the community.
