Is it a Ford?
Older fords are known for this prob.
Normally the rear light cluster needs re-earthing. Look at the wire coming off and undo, sand it to get a shiny silver metal again on the end of the wire and on the car body work where it was screwed to. screw back on and test before paying big money to someone to find the fault.

Sounds like you have lost the earth on your rear stop ligh holder , try running a wire from the body of the car to the earth strip on your rear light bulb holder

The most common fault is that one of your twin filament rear bulbs (stop and tail) has inside touched together. Take out one of the rear stop tail light bulbs at a time then check if the fault occurs if it cures it change the bulb.
