The cheapest way is to use a crossover cable and MS Network Connection Wizard to share a common internet connection. If you are using dialup this is also the most practicable.
There are dialup routers and they use a ethernet card to connect to the router, but you need an external modem {$50+) and the dialup routers are fairly pricey ($200+), but do offer a extra level of security.
If money is npt a big issue you could run down to Walmart and purchase a router ($40 to $120) and create a LAN you could still use the Wizard to establish your connection but if you go broadband (ADSL or Cable) all you would have to do is plug in and tweak your setting.
If you are on ADSL check with your ISP and see if you have a Router built into your modem. ADSL provider are using this feature more and more to protect their customers. If it does you will only need a switch or hub since the router will be present in your modem. If not run down to the Walmart and pick up a router (again $40 to $120).

The standard way:
If your computers already have networking cards, then all you will need is a router. If your computers do not have networking cards then you will need to purchase those also.
The non-standard cheap way:
Before I could afford to buy a router and the networking cards this is what I did. Buy a cable called a hotwire. It connects 2 computers directly using one USB port from each computer. Connect both computers together and then connect your fastest computer to the internet. The draw back is speed and some limitations online, namely game playing. The internet will see both of your computers as one computer, but it worked for me for over a month. Just a thought…

As the others have said, you need a router to connect them both to.
You can either use a regularly type where you connect both PCs with cables and put your modems cable into the special connector on the router, it will tell you when you do the set up..
Or you can get a wireless router, but will have to wireless enable your PCs if they are not already..
When you set up your router you can tell it to assign IP's to your computers or you can assign static IPs yourself, your ISP assigns an ip to your connection and that does not have anything to do with internal IP's on your systems.
