I guess it matters where the lights are. I don't recall having red and amber lights at the same time(on the same direction). In Wisconsin, the lights go in a looped sequence: green to amber to red and back to green and so forth. The sequence doesn't have to start with any particular color, nor does it end with any color(its a loop)
the amber light is normally on the shortest, as it is a warning that it is changing to red.
Of coarse, when the red light is on from one way the green or amber is on from the other way. When the green is on from one way the red should only be on from the other way(unless there is specified turn lanes). There is usually a split of a second that both red lights are on together.

It's not universal, though. Jersey (Channel Islands) misses out the Red & Amber phase.

It depends on the country.... believe it or not...
I did stuff on this for a Prog' Logic Controller course ages ago... 5 nationalities of students... 3 different set ups...
