How old is she?
My daughter has the "Bratz Rock Angles" game and she loves it. You get to buy outfits/accessories/new hair styles and make up. She really likes the music track to it also, which you get to "buy" songs as the game goes on. You also have a "cell phone" that you can send/receive messages from the other Bratz characters.
I know that there are a couple of "plug -n- play" style dress-up games too. She also had "Dream Life" (it's 'ok'...) and there's another one out that she can actually take a digital pic of herself w/it and make herself over on the t.v. All Wal-Marts/Toys R Us/Target...etc....carry those Plug -n- Play games.
If you/she are looking for something "on-line" my daughter has found "dress-us" games on the web pages for Bratz, Barbie, Polly Pocket, and Disney.
