There is no standard size.
However, the Northern Ireland Planning Service used to ask people applying for a new retail development to prove the site could provide an adequate number of spaces of the following sizes:
Parallel to roadway: 6m x 2m
Perpendicular to roadway: 5m x 2.5m (with 6m clear road width)

There is no standard size, it's all common sense (something which car park layout planners rarely have). Which is why some car parks have better spaces than others.
