I am from Manila and I want to go to Costa Rica. The flights available from here will have a stop-over at LAX or SanFo. I would like to know if I still need to get a US visa even if I am not gona get out of the airport in US? Thanks!

No, Only if you want to leave the international terminal

It would really doesn't make sense, as long as you stick inside the airport in the international transiting passengers.

If you attempt to get out of that section of the airport, you will have to be checked by the immigration. My best guess is that they will not authorize you to go away from that international section of the airport for some hours.
