These are both Wiccan ritual tools as opposed to Witchcraft.
As stated the athme is used to direct energies such as when opening a circle. It should never be used to actually cut anything in fact may Wiccans will ensure the blade is blunted. The handle of an athame should always be white and is a Wiccans individual property and should never be used by another person
I am not quite sure where the term Bolline came from but it is usualy atribtuted to the knife used in rituals to actually cut items. The blade should be black to seperate them from athemes

the athame is a ritual blade that is used during rituals it never does any actually physical cutting it is more used to cut doors into the circle and call quarters pending on what tradition you follow.
the bolline is the ritual blade that does all the physical cutting.

In withcraft the athame is used to conduct energy ie in ritual, to draw the circle , things like that it may also be put in the chalice to represent the coming together of god and goddess. the boline is used for actual cutting of things like rope during ritual, carving symbols into candles etc

The Boline is a working knife, used to cut herbs, string etc in witchcraft.
