Because the white light goes through a prism made by the rain and excess moisture that is up there and turns into the main seven colours which are all in white light.
Objects take on certain colours because they only absorb certain light and sometimes two ore three of the colours in the white light will mix together creating all the other colours you were talking about. Black is created when no white light is absorbed.

there r basically 3 primary colours red blue and green
all the rest of the colours r made from different combination of these 3 in different quantities
WHITE light is composed of 7 colours and when white light falles on a prism it splits into these 7
now after or during rain the light falls on water in the air and splits into 7 colours (for water acts in this case as a kind of prism)
