well what my gf and i always do is give eachother experiences rather than gifts for birthdays, valentines day and xmas. like buy tickets for a sports game, with dinner. and it has to be something that the other person hasn't done before. such as for her birthday i arranged a horseback riding trip in the woods and we ate at this fancy german restuarant afterwards. or recently i took her to see a broadway musical and we got all dressed up for that. she just took me to the space needle for dinner. we also went to disneyworld together but we both knew about that ahead of time. but just find things to do around your area and give an experience. also make sure you bring a camera. but this has been so much more exciting for us than presents.

here's an idea. has this person every scuba dived? bungee jumped? rode in a train? or has ever wish they could do something like that? find out what exactly excites them and arange a day of jus the two of you

my parents always say not to buy them anything because they can buy whatever they want. so this year i've got two separate scrap books and i'm finding pictures (25) and writing something with each one. as my favorites memories growing up. this will mean so much more to them than just a gift

One of the best gifts I have ever purchased is STATE PARK STICKERS. The parks have alot of varitety in our state and some great resturants too. And it lasts for a year.
When my Mom was alive I would have a huge wreath delivered to her from The Christmas Forest as part of her gift.

Don't buy, make. Be creative. Do you have any talents? Artist, musician, poet? Who even says that a gift has to be tangible. you can offer a service, or take them out to a nice restaurant or movie. Maybe you can give them a card that says: One free trip to an amusement park or, "good for one massage."

Something for fun or education. Or some painting. Or the ticket for some gala concert. Something that will remind this person on you or on the moments you spent together. There are the things whose value is above material.

To take your question literally, there is nothing you can buy that they don't have, because they have everything.

More reasonably, you can buy a book, a hobby kit, a software program, video or board game that will be novel, educational, or useful, without extending their material possessions significantly.
