Yes, there are huge underground shopping malls in most of the major cities in Japan. Many of them are linked to subway stations for the convenience of shoppers and passengers. Gigantic underground malls in Tokyo and Osaka could be called "underground world" where you can find everything from movie theaters, concert halls to coffree shops and beauty parlors with the exception of housing complex.
All of them are maintained perfectly safe and clean by the city governments. The underground malls are closed for a few hours after midnight for maintenance and security check every day.
We call them "underground towns," not "underground world"; because nobody is living there. As I mentioned, there is no housing areas; nobody is allowed to live there strictly for security reasons.

I think it had something like what you're talking about but I think the setting was in Los Angeles.
Anyway I know there's tunnels under Tokyo but a whole city?

No, it is not true. There are underground subways and with that shops are there.
Usually there are some particular stations under which homeless people do live such as Sinjuku. However homeless people are every where not only stations. You can see them on streets and in the park too.
If by outcast you mean that homeless people so they are not out cast they are living themselves. And they are homeless due to different reasons. Government has provided them replacement but they don't like I think.
And those homeless at the stations lives in Cardboard boxes. In the park they lives in shades. Some prefer to live in Used Cars.
In Japan no one reject anyone.

Last June, Mothra hatched out in our living room ... along with about 18 of his brothers, sisters, and cousins! Now we have giant bug eggs pulsating in the fridge, ready to hatch out next year...!!! Yikes!
There are also giant Mantis running around, eating any person unfortunate enough to get in their way!
(I blame the H-bombs myself ... you KNOW how they mangle the DNA...!!!)
There's also a strange blue cat with no ears ... of course he's a robot, but that's beside the point! He often plays with the little yellow pikachus we have living wild outside ...
Frequently a strange sailing ship anchors off shore, and the weird dudes on board ALWAYS cause trouble! Giants and dragons follow them about, not to mention weird cyborg-type guys and girls with long noses....!
