Little tubes of Vaseline Lip Treatment are only about $2. (it is actually just vaseline in a tube)
Keep those tubes handy everywhere you go. I have one in my car, in my coat pocket, at my desk at work.
It works great, is cheap and solves the problem.

Drink more water. Seriously, one of the first things I noticed when I started drinking more water in a day is that my lips weren't chapped all the time.
Don't pick at them. If you pick skin off, they are uneven. Let the places that you've picked, if any, grow out and just leave them alone until a nice even layer of skin emerges.
Use an appropriate lip balm or something when needed.
