its in goa alright but trying to see that is dificult. i am a xavierian myself and as far as i know, its difficult to see the mummy although its not impossible. But you can contact the community that looks after that.
you can see the mummy once a decade and the last one i think took place in 2004/05...
so hard luck bro...
i don't remember the cathedral though, but that you wont have much difficulty in finding...
its one of the major ones in Goa...

you can see the remains of st Xavier , in st Xavier church in old Goa, still on view, at least i think it is , it has been 3 years since i last looked, but you might need a pair of binoculars, cos it is up on high, in a glass casket, away from pollution, which even the pyramids and many more old and historic, religious or otherwise are under danger of ruination. by the way, st Francis Xavier is not a mummy. no bandages, just the actual remains of this saint

The Body of St. Francis Xavier is kept in a Glass Casket in Basilica of Bom Jesus in Goa, India. This container is lowered once in ten years for public viewing for six weeks.. The last public exposition took place in 2004.
