Apparently it means all sorts of things:
(a) I wish to look like a stereotypical non-white American;
(b) You're smoking you b*****d;
(c) Goodness(!) your pheremones turn me on;
(d) Do I not look fierce - check out my red and blue backside (baboon-speak);
(e) Am I not a Rock God? I just played an augmented diminished seventh and have no idea what that means; and/or
(f) Anything you want it to mean. Body language is FLUID.

It flexes the muscles up inside your nose and in some cases *can* change the airflow enough to either a) make breathing easier, b) make smelling things easier, or c) make *blowing boogers* out of your nose easier.
Or...it could just be a leftover from the early mammal days as flaring nostrils, be they at the end of a nose or snout, seem to be a near-universal way to display anger (along with showing teeth).

I've been sitting here flaring my nostrils whilst reading other answers, and I've come to the conclusion that it serves only two purposes for me. 1: Greater air intake
2: Gives me something to do while reading others answers!

No, not just anger! It is endless hours of entertainment for the kids!! Watch my nose *nostrils flutter in an out* LOL LOL!!!
Watch my nose *nostril flutter in and out* LOL LOL!!!
Repeat until nap time. Hours of hysterical laughter. Get them in on it too! See if they can do it! If not, laugh at them while they concentrate really hard and make ridiculous faces!

Flaring nostrils is just another random gift from God, like double jointedness. Its something to brag about if your friends cant do it haha. And it comes in pretty good handy when your angry. People know you're really mad when you flare your nostrils, kind of like when a bull gets mad.

it actually is to be able to get more air into the lungs in one breath.....people in respiratory distress often flare their nostrils by reflex in an attempt to get more air.
