Although the temperature is fairly warm 17 - 23c, you have to take in the fact that Taiwan is incredibly humid and that indoors there is no heating what so ever. During the night the temp can fall a few degrees.
Basically, you can either bring a few light sweaters just in case. As you're travelling and don't want to be carrying all that much remember a few thin layers is more affective than 1 thick layer. Don't worry if you can't pack everything; the clothing here is of a good standard and is fairly cheap so anything you're missing, you can just buy here!

Currently in Taipei it is 17 degrees C, and raining. This is a low temperature, and during the day yesterday the high was up to 20 degrees C. It is now approaching the winter, so it can get colder (lows of 10 degrees) in January, and February. It rains often, so bring umbrellas and raincoats. I do not know which part you are going, and when you are going.
Let's presume you are heading Taipei. The day weather is 21C during the day and 17C at night. So, Taipei weather at this week is still quite alright. NO NEED winter clothing.
Adult can "tahan" air-conditioned room temperature but may not be for children. Just extra 2 layers of clothing for the age of 10 and 5 will do PLUS get a windbreaker for each of them. Other than that, no need to carry so many things.
I have seen Singaporeans damn "kia-see" bring so many until luggage all over weight. Anyway, don't worry lah. Weather is still quite alright.

Moving into the mid to low 20's (Celcius) in the day and mid to low teens at night.
If you come from a temperate country it can be labeled as "cool", although the locals will describe it as "cold".
Taipei will be rainy. Taipei is always rainy.

Right now, its winter season but snow can be found in the mountains alone. In cities, on the otherhand, it is cold but there isnt snow.
