say I float a bloon from point A at 5000 meters above sealevel and somehow maintain it constant will I be able to reach another place as the earth rotates below it ?..sounds crazy ?

A baloon remains within earth's atmosphere (otherwise it cannot float) and hence it is a part of earth's rotation. To maintain a constant position in the atmosphere it has to be moved at the same speed as earth and in exactly the same direction. Then the position of point B will not change with respect to the baloon. To watch a rotating earth below, one has to keep the baloon moving at a constant speed but in opposite direction.
