There are a few ways of doing this, what you can start of doing is defragmenting your drive, when windows uses files and adds and removes them, it starts spreading little bits of file all over your disk (you wont physically see this, but it is what happens behind the scenes on your drive)
To defragment, go to my computer, right click on your c drive, properties, tools, and defragmentation (might differ under alternate versions of windows). Do that, and make sure your screen saver is off when doing this, and that you are not performing any other functions.
Alternatively, (and this is a little more risky) you can click on "start" and run, type in msconfig (which would open the dialog box that controls what applications start with your computer.
On the startup tab at the top, you want to look for vendors of software you dont often use. An example of such would be a winamp agent (this is just a music player that installs an agent into memory to better help you play music through your pc) something like this isnt essential to the running of windows, and can be deselected from the start up routine (please be careful not to remove too many of these, and more importantly, not to remove the ones that are needed) - Apply common sense here -
This will basically remove unwanted applications from launching themselves and hogging system resources.
Another less risky alternative is to just uinstall unwanted applications, this should also do what I have said in the previous step...
Hope that all helps ! :)

Install an anti-spyware program and use it regularly.
Uninstall drivers that you are not using.
Don't install programs that help other programs to start quicker. These extra programs run all the time and take up memory.
Defragment your hard drive once in a while.
Reduce the amount of virtual memory that you are using (within reason; this can make your computer slower if you do too much).

Stay off the porn sites! They fill your computer w/ spyware. Use firefox, not Internet Explorer. Its much safer. Clear your cookies etc. Run spybot search and destory, or either Ad-Aware. You can find both of those on http://www.download.com
