Most definitely, and it is not confined to the present day. In Iran the CIA overthrew the elected President to install the Shah, who with our help tyrannized the population. They have not trusted or been happy with us ever since. We have meddled in the Middle East since WW II, arming, giving money and putting in Air Force bases in Israel, Arming and supporting Saddam who attacked Iran with our weapons and support, and nobody liked our doing that. We support the Saudis and have military bases there. We give billions to Mubarak in Egypt to stay in power there. We started and funded Al Queda and Osama in Afghanistan to fight the Russians. The list goes on and on. Our policy is not winning many friends in the region, and certainly gives motivation to terrorists.

Defunct countries and dictatorial leaders will always find someone to blame. The US/Israel/the West are the biggest/easiest targets because of their size and involvement in the region. The policies themselves do not directly create terrorists; however, they are the justification used to recruit terrorists. Previously the Soviet Union was the easy enemy. Now it is the West. Before Iraq, US presence in Saudi was a rallying cry for terrorists; even though the US presence was requested by the Saudis and benefited the Saudi economy and stability in the region; preventing Saddam from attacking Kuwait or Saudi. When Arab leaders stop blaming others for their problems the region will get better. Unfortunately, "God's will," prevents devout Muslims from accepting blame and makes it easy for Arab leaders to blame others for the problems their own policies make. Arabs used to have the most advanced civilization in the world. It went away because religious fanatics were allowed to overtake those countries by force.

Yes. America's support for Israel's occupation in Palestinian territory is a major issue to others, but America tries to ignore it or favors a strong bias towards Israel. There is very strong anti-Israel sentiment in other parts of the world, especially in the Middle East. Another example - beheadings started in Iraq just after the revelation of the abuses in Abu Ghraid prison.

Promote is probably the wrong word. I would say it angers countries like Syria and increases Anti-American sentiment there.
