I can afford to spend up to US$200 on all 4 tyres, any advice?

You're going to pay more than that. I'm not sure which wagon you have, but here's a listing from Tirerack for the Legacy, which obviously doesn't including mounting and disposal fee:

I've run Sumitomo HTR+s on an Audi S4, and they were great, but you're still looking at $248 just for tires, so probably $300 installed.
