Can anyone tell me what nuclear apartheid is?

I can have weapons of mass distruction, but you cannot be trusted to have them. It is the Nuclear Segregation of Nations. Of course my friends can have them, because they trustworthy. We will allow Israel to have them, but Iran is not allowed to do so.
