there isn't any one letter always followed by the letter "U". There are 3 words in the English dictionary that start with the letter "Q" and are NOT followed by the letter "U".

T is the only letter ALWAYS followed by U, in english.

For instance, "Qwerty" is the term for the standard layout of an english keyboard. Of course there are several in other languges as well, in Albainian "qind" means one hundred.

"P" pu, this question stinks, but honestly it is q, b/c it describes a sound that is not commonly found in the english language, it usually comes from words translated from middle eastern or asian countries.
