The screen provides a uniform background which can be easily removed by digital image processing. The computer-generated weather maps and displays are then digitally added to the weatherman's image as a background. It looks like the weatherman is standing in front of the map. It's tricky, because the weatherman pointing to the feature he's talking about sees the blank screen, not the map.
