Instead of looking for the best tech support, wouldn't you rather have the best ISP services, so you wouldn't need tech support?

It's difficult to find companies who don't outsource their tech support. I vote for Comcast internet. Of course, I am a little bias because I use to work for their tech support. But, their call centers are still in the U.S. I have never heard or personally had any good experienced with outsourced call centers, especially ones in Bangalore, India. You can't understand them and they can't understand you.

If by off shore you mean 'routed through india' I would say the On shore,

All the 'off shore' tech people do, is read from a trouble shooting guide.

considering there's a login/password, that's PPPoe? You reset the modem once you turn? I even have my share of Belkin badware, so in case you're doing each thing good, I too could suspect the router. regrettably, that's almost impossible to debug.

ISP offers best technical support i have yet to find one that does that

Do you mean ISP (broadband or dial-up services) or web hosting service?

None of them! Earthlink used to be very good but I don't know how it is now.
