I think It would be Oregon.They take care of the renters as well as the home owner in getting rebates from the state and the home owner gets his deductions of interest on his taxes.It used to be that way.Maybe this would help the less fortunate because housing has become so unaffordable.Children are staying at home longer &rents are so high.We need to hope that the housing for all becomes the thing that america was so proud to tell other nations about.Have been a home owner sense we were 25 & on minimum wage back in the late 60's.portland has a lot of drugs but aver all the people are so very helpful & considerate.

Utah and Iowa are good guesses. I'm sure it's not my home state of California that's for sure.

Off hand, I would say Utah because of most of the population there are devout Mormons.
