For your mother, it's simple enough: create something for her, as in, a photo frame of your family, or framed poem, or a windchime with a Christmas theme to it- all things you can create with some construction paper and imagination. Your sister is still pretty young, so I'd suggest something flashy and enticing... perhaps a new dress? Clothes? Or a huge stuffed animal? Those tend to cost a bit though, so you might want to buy her gift last, to see if there's any money left. For your grandma, you can get her a how-to book to get her to pick up a new hobby, or buy her an actual doll to satisfy her current one. For (4), you can get her a simple plain cross necklace, or a figurine depicting the religious part of Christmas- that will cost $5-$10. For your rocker boy, you can burn him a cd of all of his favorite songs, and as a cover, you can decorate it yourself by placing a cut-out picture of his face and replacing it on some random singer rocking out, and name it something creative...For the elders, small paperweights or Christmas statues will do fine, and won't set you back too much.
Or, homemade goodies and cards can cover the last two. Inexpensive, and still sincere.

get candy or liquor (if they are of age) for friends and small picture frames for elders at the library...make some christmas ornaments for your mom (pinecones covered in gold glitter, beaded star ornaments..ect, they have some great ideas on those home decorating channels)...get grandma one of the things she collects from the thrift store (they have tons of nice, new looking dolls and things), get your sister an outfit from old navy or a gift certificate.
