toilet was slow on the flush, now it is just jammed up

Yes it is safe. Try using a plunger. If you can't make any progress you'll have to call a sewer clean out company. They might need to pull the toilet off the floor. You might have had a little one kid throw something down the toilet. My nephew was a kid that flushed toy cars and a tv remote.

Try the plunger, if that don't work try a snake--You can buy them in most grocery stores or hardware stores. Work with that for a while. If that does not work, "Maybe" try a liquid type drano, just a little at a time. Be sure to have plenty of ventilation coming into the room. The drano crystals will eat through most metal pipes if not used properly. Also it can damage your lungs. It is "Strong Stuff", the fumes are really bad. If you use the crystals you risk harming the wax seal that bonds the toilet outlet to the drain flange of the sewer pipe. The wax seal costs under 1 dollar and a plumber charges what ever they want to. If you can remove the toilet you can put in a new wax gasket by yourself. But lets hope it does not come to that. Don't forget eye protection when you are working with chemicals. And gloves. Good Luck
