Sing scales everyday - for hours. Push yourself to go higher and higher. Make sure you are breathing properly and using your diaphram to support your breath. When you can't hit the note - remember to drop your jaw. Practice practice practice. It costs nothing to practice.

Constantly sing up and down your entire range trying to go farther each time. Do this at least 5 times in a row 3-6 times a day and in 1-4 weeks that should do ya.

Actually, Nils K. Rue hits a few mean high notes on the final track of Eidolon's "The Parallel Otherworld" (which, hey, what chance!-- is a King Diamond cover! ["The Oath"]), buuut personally, I think Rob can hit higher. And by a few mean high notes, I mean all 8 minutes of it is ear-piercingly high.
