Usually when a show is being advertised at 9/8C, the show would be on at 9PM in the Eastern time zone and at 8PM in the Central time zone. More times than not, the show won't be on at 7 in the Mountain time zone - it will be on at 9PM. It's basically a cheaper way of hooking up the affiliate stations to one of two airings of a show, rather than to have each time zone and it's affiliate stations showing the same show at the same time.

Central time is one hour ahead of moutain time and one hour behind eastern time. 9/8c is the same as 9e/8c, so it would be 9 eastern time, 8 central time, and 7 mountain time. (6 pacific time, if you're wondering)
