I'd say at least 120. That's above average, but it's not so smart that the person would seem elitist.
Too the people attacking IQ tests:
Currently IQ tests are the best way to test intelligence. I understand that there are many pitfalls with standardized tests, and one could easily be extremely smart and have no experience and wisdom, but at least there would be some kind of minimum requirement. With age comes crystallized intelligence, that’s why there is a minimum age requirement. It makes perfect sense to me that the leader of the US at least be a little smarter than average.

IQ doesn't mean much, certainly does not measure a persons experience or wisdom.
I would like to see literacy test reinstituted in order to vote or run for office. All states would use the same test.

Somewhere around the average IQ of the people who elects him/her. If his, yes his, no need to mention her,...if his IQ is less then the national average, then correct the national average by lowering the national average.
It is the population who elects a president.

This is my own personal opinion, but I think it should be at least high enough to get into Mensa (132). Cleverness and intelligence are traits that a future leader of our country should have in spades. If we have the right to decide the minimum age of a president then I think I.Q. should be taken into account also.

The whole IQ business is a fraud. I remember back in the early days of the running craze, Runner's World magazine had an annual shoe survey ranking shoes from best to 20th. Then the changed the format, explaining that sneakers were too complex to be reduced to a single number.

IQ is a subjective test. I could make a test in which Einstein would score low yet a dumb person could score extremely high. IQ measures nothing that can be universally understood

There are only 2 constitutional requirements for the presidency. Those should be the only ones that apply. The voters decide the minimum requirements for everything else. (I know your Q was a stab at Bush, but I figured I'd ignore it and answer respectfully anyway)
