From Katy Mills to downtown Houston at rush hours should take about an hour on average by using the Katy Freeway. Times vary of course and that is an average for the trip. The only toll road that heads in that direction would be West Park, and you'd lose time getting to it. Surface roads like Westheimer or Clay aren't any faster.
Consider park and ride option, Metro bus to take advantage of HOV lanes, that will save some time on the commute (30-40 mins).
You can figure an hours drive from most of the suburbs to the city center, all the freeways are parking lots a great deal of the time. Suburbs are cheaper, whether worth it is up to you and your needs.

The toll roads don't go to Katy. Sam Houston is a circle around Houston, Hardy goes between Houston and The Woodlands, and West Park goes East-West, and ends up south of Katy. I10 construction should be completed by about 2020, so you're good to take I10.

To live in Katy is well worth the drive...even with all the construction on I-10. My mother-in-law used to get on the Westpark toll road to get to work, but she found that she was stuck in more traffic and was paying to sit in traffic. It all really depends on how far you have to go to get "in town". There are may "short-cuts" and side streets that I like to take to avoid I-10 coming from Katy (Westgreen and I-10).
If you have kids or are planning on having kids in the near future, Katy is a great place for young families!

I have found that the Westpark Tollway backs up during rush hour both ways, so I-10 amazingly might be your best bet...it's backed up too, but at least you're not paying for it.
But during non-peak times, Westpark Tollway is the way to go. I-10 can back up at any time for any reason but the Westpark Tollway is much more likely to be moving at 75+ mph.
Only thing is the Westpark Tollway is EXPENSIVE!

My former boss used to say that Houston is an open cesspool and that is pretty much the truth of it. It's a lot better to live in the outskirts, even if the commute takes longer.
