I think you might mean coat-tail. It means when a not very successful politician is carried along by association with a much more popular politician. So if the popular guy is running for election and endorses a nobody, the nobody might be elected by riding on the other guy's coattails.

Back in the really olden days respectable gentlemen whore coats and hats most everywhere the went. These coats had long tails like a TUX. Little kids or toddlers would hold on to them as they tried to walk and followed daddy around the house. So with that and mabe some other historical clarification, led to the saying and this is a loose quote "He followed right along on his coat tails" My guess it indicated taking the easy way to accomplish something.
Could be incorrect however.

Coat-tail-- means riding on the steam of another, or a tag-a-long.

Curtail-- to cut off or stop.

Cocktail-- well, you can figure that one out.
