There are no US states from the northeast that have a capital city made from using 4 letters. The least I could find is 5. I also wanted to interject that Austin is the Capital of Texas, not Dallas. Now I'd really like to see the answer!
The only US state that has a capital city made from 4 letters is Pierre, South Dakota, which is not a northeastern state. It is one of the plains states.
