Well... this is weird. I just bought a 99 Jetta GL manual. It is very cold where I live right now and that may be a factor but here is the issue.
It seems when I first try and start my car it will not even turn over, as if there were no battery, I then keep trying and mess with things(clutch, parking brake, e-brake,etc.) and out of no where it starts up as if nothing ever happened. Now, it may be ignorance on me and I'm not doing something correctly to allow my car to start-up right away . But I am wondering, is it possible that even though the pedal of the clutch moves fine, could the clutch be getting stuck due to the cold and not letting the car start until I move it around and free it? Any other possibilities on what could be the issue? Thanks

put a little bit of wd40 or 3n1 oil on the buttons above the clutch petal.

You are close. Temperature CAN be an issue with some components. I think that your problem may be in the clutch interrupter switch, under the dashboard. When it gets cold, the plastic plunger may be interfering with the barrel of the switch.
You might try to by-pass the switch TEMPORARILY and see if it will start when cold, or go ahead and replace it. It isn't THAT expensive, though I don't know how much it does cost.
Be careful though if it has Cruise Control. That switch is necessary for the disengagement and could cause the engine to bounce off the REV limiter if tampered with.
