Homer would win! Spongebob is very weak, which is why he needs blow up arm muscles to make him "look" strong. i love that episode.

as far as arm wrestling goes, I would have to say homer, but let's take a look at what would probably happen on screen.
Homer, being the ever hungry voracious void that he is, would mistake spongebob for a sponge cake and eat him, burp obnoxiously and say something like "mmmmm spongey"
