I classify Chester A. Arthur as a Gap President of the Great Power Saeculum. See

for meaning of these terms. This means that he filled in a gap - in his case, between the peaceful, rather sterile Golden Age of Rutherford Hayes and the tumult of Grover Cleveland's Expansive Presidency with the Haymarket Riot and other labor unrest. He was not elected as President, but rather succeeded James Garfield who was shot shortly after he became President. So he served as caretaker of the position without any notable innovations.

You can find a biography of Chester Arthur at http://www.whitehouse.gov/history/presidents/ca21.html or at other places on the Internet if you Google for him. A book on all the Presidents may help. And by the way, what do you think of that crazy mustache he wore?

Interesting topic! Arthur, to me, is one of our more fascinating late-19th century presidents - but it doesn't surprise me that you're having trouble finding information about him, because he also took great pains to shelter his private life from the public. In fact, just before his death, he had most of his Presidential papers destroyed. He was also once quoted as saying "The personal life of the President is nobody's damned business."
Lucky for us, however, there IS a complete collection of material about the 21st President in the form of the outstanding C-Span series American Presidents. And best of all - it can all be accessed for free on the American Presidents website. The website includes video of the original C-Span show which included interviews with Arthur experts, as well as a terriffic four-minute biographical opening segment.

Hope this helps...
