No one has ever "ruled " the world BUT people have ruled their known world. Take for instance Alexander the Great he conquer the whole "world" at the time but as time went on and trade increased with other nations and governments the world seemed to expand though it has always been the same size. The Romans conquer more than Alexander but not as much as the Khans or the Moors. Empires are relevant as is everything else in this world. They all died or their empires faded from glory but they will always be remembered because they tried and won the battles that really mattered( except in the end).

If you're talking about a single person, then I'd say Alexander the Great. However, if you're talking about a country or a group of people then I'd say the either the Romans or the Khan dynasty (Genghis Khan). The Romans conquered the Europe and Northern Africa. The Khans conquered China, Mongolia, up to Siberia, and west up to the Middle East. I think by kilometer that is more land than the Romans.

Personally, they all came close, but sorry no cigar. G-D is the only one that rules this little planet (world) and the universe.
But as far as the most land or the most population. I think that would be a toss up. I think America is coming closer than Russia ever did but it is not who it is a philosophy of freedom. And I think it is spreading like wildfire, and sooner or later that philosophy will win out. The rulers of Egypt especially, King David, Solomom,(Israel, Jeruselum,Judah), Alexander, Julius Caesar, etc., The Ming Dynasty etc., Ghengis Khan, (Mongolia), Hitler, Lenin, Stalin, Kruscheff, and good old JFK USA.

The British Empire ruled about one quarter of the world, and was the largest empire ever to exist. so i'd say probably some of the pm's of the victorian eara like Gladstone
the mongol empire was the largest continual land mass empire, but the british empire was larger

Nimrod. Genesis chapter 11. He actually did rule the entire populated world.
Other than that... depends on how you define "the world", since nobody I can think of before the last few hundred years conquered more than their area, which they often defined as "the world."
