WKRP has not been made available on DVD because of the expense of procuring music licensing. The show was one of the earliest to extensively use contemporary music, and music licensing deals at the time of WKRP's original production did not include syndication and other publishing rights. Rights were much cheaper to obtain at the time, as the show was videotaped and not filmed. This fact was evident in all prints of the show issued since the early 1990s, which included its brief late-1990s run on Nick at Nite.

I know they were having issues with putting together a DVD compilation because they used so much actual music in the show, that the royalties issues were a nightmare to work out.

I assume the same issues for syndication

the music rights have nothing to do with the "current" syndication package, which are the ones that they showed a few years ago (i think on Nick and TNN?). All the replaced music and edits are in there. It's just a matter of a network/ station wanting to air them. If a station gets them and the ratings don't hit what they want, they'll stop airing them.
