i turn the heat on and it seems to warm the house up, but when the air first starts coming out, it's pretty cold. is that normal? should i call my landlord to fix that?

no, it is normal for the air to be cold that has been sitting in the ducts. it will not heat up untill the hot air from the furnace makes its way all the way to the vent. and the air wont be that warm untill the ducts warm up too.

When you turn your furnace on the system is filled with air that's room temperature at best. The vent system is also cold. The cold air inside the venting has to clear out before any warm air can get through it, but since the venting is also cold it pulls heat from the forced air until the venting reaches a certain temperature (which depends on several factors). If it takes longer than a couple of minutes to produce warm air you might have a problem, but my guess is that things are working normally.

I believe so....I had someone work on mine and he did say a bit of cool air would come out at first....there is cold air in the vents before you turn on the heater. It shouldn't take more than a minute or two before you start to feel it getting warmer. I was having the same problem with mine (but it didnt warm up) and I believe he replaced the electronic iginition (?) or something similar.....I may be wrong on what he replaced but it wasnt that costly.

if the furnace is operating properly then the blower should NOT come on until the heat exchangers are heated up or a time delay relay is energized on the control board

Except...if you had an electric furnace then the air comes on right away as to not over heat the heating elements

but you have gas,
so never mind that

it should not be cold it should be runnin already and it should be only warm for a few mins and then have hot air i would have that checked out
