After school he probably deserves a break. My 16 & 14 year olds get home at 3PM. They have until 4:30 to goof around. Dinner is at 6:30. If it is not done by dinner time, they have to go to it right after the meal. It took some time to get this schedule, but it has worked well since 6th grade. Getting on and keeping the schedule has made life less stressful for all of us.

Immediately upon getting home, possibly after a (brief) visit to the bathroom. TV, friends, video games, etc. can wait. The homework is more important and (speaking as someone for whom homework is in the not to distant past) it is far better to get it out of the way as soon as you can.
And no, I'm not a parent, I'm 20.

My kids had to start as soon as they arrived home and had to do least 1 hr or all assignments..if less than 1 hrs worth then read newspaper or magazine to fill out the hr....also had to come straight home after school clubs( school sponsored) or athletics and get done before any other activity allowed...
