No, I think Jerry had a nephew from France, but if you ever see Toms runnin buddies they definitely sound american. And Butch the Bull dog sounds like he is from Chicago.

Tom and Jerry the cartoon?? Well... Tom's a cat (HA HA TOMCAT!! I JUST GOT IT!!) and Jerry's a mouse, and Jerry perpetually tries to piss off Tom, and Tom perpetually tries to kill Jerry. The end.

No I think they were the brain child to Chuck Jones . Early 70's late 60's cartoons made in Hollywood , CA
