can a person sue a big bank? (bank of america) if yes, what type of court?

You can sue anyone, including corporations, for anything. It helps to have a real case. It also helps to have a LOT of money and time. Lawyers don't work for free. I know from experience.

Yes, certainly. "Where" depends upon the nature of your complaint. If it is for a small amount, small claims court may be appropriate. They have jurisdiction over civil matters where the total amount is less than X (where X is between 5000 and 7500 dollars; it varies by state).
