Most of the college stadiums are strictly designed for football and the biggest of them have been added on to over the years. They are as big as they are because the ticket prices are reasonable compared to the NFL and they fill them for every game. Several NFL teams not play in "football only" stadiums. Attendance usually depends on the success of the team. A losing team in a huge stadium equals empty seats making the financial investment in the stadium a losing proposition. Too bad most NFL fans aren't as loyal about attending games as college fans are.

NFL teams don't want to pay for stadiums, they want the city and tax dollars to pay for it, and they are in large cities with not much room, not smaller cities with room for large stadiums. Plus, NFL stadiums have a lot of other things that they put in them like luxury boxes, shops, restaurants, etc. that take up a lot of space.

When you have a large school, say Michigan, Texas, A&M, these schools have enrollment over 50,000 students. They need to have room for these students first of all. Secondly these schools have alumni in the millions, and fans that never even attended the school. So they need the capacity for the great number of people who wish to see the game. Secondly, if a school knows they can sell the seats, they will put in as many as possible. Football programs generate millions of dollars in revenue at big schools.
