I am looking to buy a good used diamond. I am wanting to know what makes the diamond look its best. Is it the color, clarity, cut, depth, or what? I am wanting a diamond that sparkles and looks breathtaking. What is the number one most important thing to look for when looking at the quality of a diamond?

All of the 4 C's are important when buying a diamond. Just a note though, depth is related to the cut, not it's own grading. You can't look for just one of them, and forget about the rest. A great color in a poor cut, or a great cut on a poor clarity, or a great clarity with poor color, etc.... any combination can result in a diamond that won't be a breathtaking as you want.
The best way to get a "perfect" look is to have a good balance of the 3 (Cut, Color, Clarity) in the Carat you can afford.

Since you want a pre-owned stone, you should check that the person has a gem report on it, and it should be a current one. The certification will tell you all the information that you need to know about the grading, and also if the diamond has any damage from wear, chipping, scratches, etc...

Honestly for that size of stone it doesn't really make a big difference. Either way you have two awesome diamonds, both of which have excellent clarity. Color is only an issue when you get into the K range and lower...then someone with a trained eye will notice yellow. I'd say either one is a good pick, you can't go wrong and nobody will notice the difference. If the stone is a step cut (i.e. asscher or emerald) then I'd go with a VVS1 (though anything better than VS2 is VERY much acceptable for a step cut diamond). I have a 1ct asscher and it's a VVS1 G in color.

Clarity is more important than color. Diamonds come in many colors.

I would first look at the color. If it is a yellowish color it will not sparkle like you want it. Next look for clarity. In clarity you will be able to see "deep" into the diamond.

cut is what really matters. Cut is what makes it shine and sparkle. The better the cut, the better the shine. After that, the color because you dont want a yellow murky diamond, you want one thats clear and pretty. Any flaws probably wont be noticeable by the naked eye and I bet you cna't even tell the difference.

Proportions are the most important but my opinion is that Clarity is number one, then Color.
