Generally by WWI there were certain wartime behaviors that were considered crimes. After WWII when the allies found the concentration camps, they knew Hitler and his cronies had to pay for their crimes.

There was not set German law at the time barring genocide, but all cultures respect that cold blooded murder is wrong, Hey slavery was legal too, but it was still wrong. and even battle hardened German soldiers were disgusted at what they saw, when they were forced to visit the camps, to see what their government had done(not all german soldiers at the time were racists or nazis, even though they were fighting for hitler).

Nowadays if your country belongs to the United Nations, you have to follow the Geneva convention.

if nazi german still exist today, it doesn't have to follow the geneva convention because the nazi people won't except the terms. By the way, if nazi german win wwii, we would be speaking german today

Germany was a signatory (and the U.S. was not, although the U.S. did agree to abide by it). Treaties are the mechanism of agreement between/among sovereign nations, so I don't really follow that part of your question. Nations are, of course, free to abrogate treaties if they wish, without of necessity violating their provisions, as with the U.S. abrogation of the ABM treaty.

Germany was obligated to follow the gen conv because they signed an agreement to do so. Countries signed this because they want their own soldiers to be humanely treated. If we treat their soldiers humanely they treat ours the same way. It makes sense.
